Statt sp\u00fcrbarer Verbesserungen der Wettbewerbsf\u00e4higkeit und Investitionsbedingungen in Europa finden sich darin nur noch mehr neue Regeln und Pflichten. Zwar verspricht die Kommission darin die F\u00f6rderung von Investitionen, setzt aber kaum neue Anreize. Insbesondere die dringend erforderlichen Investitionen in Glasfaser-, Mobilfunk- und digitale Netze lassen sich aber ohne klare wirtschaftliche Anreize nicht mobilisieren. Besonders kritisch bewerten wir die Ausweitung der Regulierung auf Cloudprovider und Content Delivery Networks. Wir sehen hier die Gefahr, dass nicht-Telekom-Unternehmen \u00a0unverh\u00e4ltnism\u00e4\u00dfig in sektorspezifisches Genehmigungs-, Melde- und Streitbeilegungsregime involviert werden k\u00f6nnten. Als eher kontraproduktiv k\u00f6nnten sich auch die geplanten Eingriffe in die IP-Interconnection-M\u00e4rkte auswirken. Freiwillige Schlichtungsmechanismen wirken wie ein Einstieg in eine faktische Regulierung kommerzieller Vereinbarungen. Ein eigentlich funktionierender Markt wird so ohne Not geschw\u00e4cht. Auch bei Kupfer-Glas-Migration untergraben neue Auflagen und Berichtspflichten den Anspruch eines marktgetriebenen Ausbaus.<\/p>\n<p>Dem anvisierten B\u00fcrokratieabbau kommt die Kommission mit diesem Entwurf nicht n\u00e4her. Statt Prozesse und bestehende Regulierung zu vereinfachen, formuliert sie neue Berichtspflichten, neue Datenabfragen und komplexe Governance-Strukturen.
